For years, many puppy owners have been told the same simple thing: one shot, another a few weeks later, and the puppy is done. It is a tidy story, and it helps explain why one friend will swear their vet always gives two doses while another insists the newer guidance calls for three.

Both can be describing real veterinary practice.
That is because the answer does not really hinge on the number of injections. It hinges on something more important: how old the puppy is when the last dose of the core viral vaccine is given.

For most puppies that start vaccination at around 8 weeks of age, today's evidence-based guidelines usually work out to a three-dose schedule, such as 8, 12 and 16 weeks. But the 16 matters more than the three.

What is the core puppy vaccine?

The main core viral combination vaccine protects against three serious diseases:

  • Canine distemper virus (CDV)
  • Canine adenovirus (CAV), providing protection against infectious canine hepatitis
  • Canine parvovirus (CPV)

Depending on the product, parainfluenza may be included too. On a vaccination record, you may see combinations labelled DHP, DAPP, DHPP, DA2PP or something similar.

This article focuses on that core viral combination. Rabies and leptospirosis have their own vaccination schedules, and in some countries they are also classified as core vaccines. So the "two versus three" debate should not be applied to every injection a puppy receives.

What WSAVA recommends

The World Small Animal Veterinary Association (WSAVA) is one of the most influential international organisations in companion-animal medicine. Created in 1959, it now brings together 113 veterinary associations representing more than 390 000 companion-animal veterinarians worldwide. One of its roles is producing international clinical guidelines based on current scientific evidence.

The latest WSAVA Guidelines for the Vaccination of Dogs and Cats were published in 2024.

For puppies, WSAVA recommends starting the core CDV-CAV-CPV series at 6 to 8 weeks of age and continuing vaccination until 16 weeks of age or older. Its guidance allows intervals of 2 to 4 weeks, while the routine pet vaccination table uses 3 to 4 week intervals. In especially high-risk situations, vaccination can continue until 20 weeks of age.

So if vaccination starts at roughly 8 weeks, a common schedule looks like:
8 weeks → 12 weeks → 16 weeks

That normally means three doses.

WSAVA also recommends either serological testing at least four weeks after the final puppy vaccination or, alternatively, another core vaccination at or shortly after 26 weeks of age. This is intended to reduce the small remaining risk that maternal antibodies interfered even with the dose given at 16 weeks.

Why the 16-week dose matters

Young puppies receive antibodies from their mothers. These maternally derived antibodies protect them early in life, but they can also interfere with vaccination.

The catch is that maternal antibody levels vary considerably from puppy to puppy. In some puppies they fade early. In others they can remain high enough to interfere with vaccination beyond 12 weeks.

That is the real reason for giving a series of injections. The goal is not to reach a magic number of shots. It is to make sure at least one dose is given after maternal antibodies have dropped far enough for the puppy to develop its own immune response.

WSAVA specifically advises against routinely finishing the puppy series too early and recommends, whenever possible, giving the last dose at 16 weeks or older regardless of how many doses were given before it.

What AAHA recommends in the US

The American Animal Hospital Association (AAHA) is a leading professional organisation in companion-animal medicine in the United States and Canada. Founded in 1933, it develops clinical guidelines and is also the only organisation that accredits veterinary practices in the US and Canada. More than 4 500 practices are AAHA accredited.

The current AAHA Canine Vaccination Guidelines were published in 2022 and updated in 2024, when leptospirosis was added to the list of core canine vaccines.

For the distemper-adenovirus-parvovirus combination, AAHA is particularly explicit: puppies 16 weeks of age or younger should receive at least three doses between 6 and 16 weeks, given 2 to 4 weeks apart.

So the US recommendation broadly lines up with the WSAVA approach.

What about Europe?

There is no single Europe-wide rule requiring every puppy to receive exactly two or exactly three core viral injections. Vaccine licences, national recommendations, local disease risk and international guidelines can all influence what a particular vet recommends.

The UK is a useful example. In May 2026, the British Small Animal Veterinary Association (BSAVA) published an updated vaccination position statement. It lists distemper, adenovirus, parvovirus and leptospirosis as core canine vaccines in the UK.

BSAVA also addresses a reason owners may hear different advice from different vets. The licensed Summary of Product Characteristics (SPC) for a particular vaccine may specify a schedule that differs from broader international recommendations. BSAVA generally advises following the vaccine data sheet while allowing risk-based interpretation informed by guidelines such as WSAVA, including its recommendations on additional vaccination of young puppies.

And Spain?
Spain shows this difference particularly clearly.
The Spanish Small Animal Veterinary Association (AVEPA) is a Spanish member association of WSAVA.

At the same time, some vaccines authorised in Spain have licensed two-dose primary schedules. The Spanish medicines agency AEMPS, for example, lists a primary course for Canigen MHA2PPi consisting of two doses: the first between 8 and 12 weeks and the second 3 to 4 weeks later, but not before 12 weeks. For dogs in high-risk environments, the product information specifies three doses. It also explicitly notes that maternal antibodies can negatively affect the immune response to vaccination.

That helps explain why one vet in Spain may use a licensed two-dose schedule while another follows the broader WSAVA strategy and gives another DHP dose at or after 16 weeks.

So "two doses" is not necessarily an outdated or invented protocol. But the current WSAVA strategy is to make sure the puppy receives its final core viral vaccination at 16 weeks of age or later, regardless of how many earlier doses were given.

So, is it two or three?

For a puppy starting routine vaccination at about 8 weeks, the practical answer is usually:
8 weeks → 12 weeks → 16 weeks

That means three core viral vaccinations.

But the number is not the headline. Start later and fewer doses may be needed. Start earlier, or in a high-risk environment, and more may be appropriate.

The principle underneath it all is simple:
Do not finish the core puppy vaccination series too early. Current WSAVA guidance recommends the final puppy dose at 16 weeks of age or older.

What about kittens?

The same maternal-antibody problem applies to kittens.

For cats, the main core combination vaccine protects against:
  • Feline panleukopenia virus (FPV)
  • Feline herpesvirus type 1 (FHV-1)
  • Feline calicivirus (FCV)
You will usually see this combination called FVRCP.

WSAVA's 2024 guidelines recommend starting no earlier than 6 weeks and repeating the core vaccine, typically every 3 to 4 weeks until 16 weeks of age. In especially high-risk situations, vaccination can continue until 20 weeks, with shorter 2 to 3 week intervals considered. WSAVA also recommends another core vaccination at around 6 months to narrow the remaining window of susceptibility.

In the US, the 2020 AAHA/AAFP Feline Vaccination Guidelines recommend giving the FPV-FHV-1-FCV combination every 3 to 4 weeks until 16 to 20 weeks of age.

European feline specialists reach much the same conclusion. The European Advisory Board on Cat Diseases (ABCD) published its Good Vaccination Practices guideline in 2022.
The guideline was updated in April 2024 and reviewed again in June 2024. More broadly, ABCD's vaccination guidance is continuously maintained and reviewed, with some guidance reviewed as recently as 2025.

For feline panleukopenia, ABCD recommends three kitten doses: one at 8 to 9 weeks, another 3 to 4 weeks later, and a third 3 to 4 weeks after that, at a minimum of 16 weeks of age. A later dose may be appropriate in higher-risk situations.

So for a typical kitten starting at 8 to 9 weeks, the schedule commonly comes out as:
8 to 9 weeks → 12 weeks → 16 weeks

Once again, the important part is not "three injections." It is making sure the final core dose is given late enough to reduce the risk that maternal antibodies interfered with the earlier vaccinations.

One caution about antibody testing in cats: antibody titres are useful for assessing immunity to feline panleukopenia, but titres for herpesvirus and calicivirus do not correlate reliably enough with protection to be used in the same way.

The bottom line

For both puppies and kittens, "two or three?" is not quite the right question.

Modern guidelines focus on the age at which the final dose is given.

For puppies and kittens starting their routine core combination vaccines at around 8 weeks, the evidence-based approach supported by major international, US and European veterinary organisations commonly works out to three doses, with the last one at 16 weeks or later.

A vet may reasonably recommend a different schedule based on the specific vaccine, the animal's age and vaccination history, local disease risk and the product's licensed instructions. But if the core viral series ends at 12 weeks, it is reasonable to ask why another dose at or after 16 weeks is not being recommended.
